Subtract declared holidays falling inside the range.

Worked example

A period running 1 to 30 September with weekends off and two declared holidays gives 20 working days.

What to watch for

•Six-day weeks change the count materially — check your establishment's pattern.
•National holidays are fixed; festival holidays vary by state and by employer.
•Payroll cut-offs frequently sit mid-month, so count against the cut-off, not the calendar month.

Does this include the start and end dates?

Yes, both endpoints are counted if they are working days.

How do I handle a six-day week?

Adjust the weekly-off setting. In a six-day pattern only Sunday is excluded, which produces a noticeably higher count.
